Picture of Collin Hogue-SpearsCollin Hogue-Spears is a Senior Director at Black Duck Software, where he leads FedRAMP authorization, federal cybersecurity compliance, and EU AI Act and DORA compliance for the company's SaaS platform. He has more than 20 years in technology, including leadership roles at AWS GovCloud, building and operating in regulated deployment environments where compliance requirements shape how products get built, authorized, and shipped. He also leads product strategy for Context AI, Black Duck's platform for delivering software supply chain security intelligence to AI coding assistants, cloud providers, and enterprise security platforms. His forthcoming book, From Lab to Life: How AI Works in China (Gatekeeper Press, Summer 2026), examines how China built the world's first governed AI ecosystem. Drawing on Chinese-language regulatory texts, company filings, and technical sources, the book explains how governance functions as deployment infrastructure rather than a barrier to innovation. He applies lessons from that research alongside his operational compliance experience to identify governance patterns transferable to enterprise AI programmes. Quoted in Politico, Dark Reading, CIO.com, and CSO Online on AI governance, nation-state cyber operations, and software supply chain security. CISSP | MBA, UMass Amherst
